Tillis vs Hagan North Carolina Senate race

State House Speaker Thom Tillis had led incumbent Democrat Sen. Key Hagan in four out of five North Carolina Senate polls conducted since July. For reasons including but not limited to recent polling, PPD is updating the status of the race from our previous “Toss-Up” rating, to “Leans Republican.” First, let’s begin with the polling data, then get into both the “big picture” and “All politics is local” fundamentals that largely drove up the chance of a Tillis victory.

The sole survey showing the incumbent up by 3 points, 42 – 39 percent, was conducted by the Democratic pollster PPP, or Public Policy Polling. PPP, and in fact most of the pollsters below, use methodologies that are suspicious at best, and at worst, are intentionally dubious. We have repeatedly documented the fact that robo-call polls are of poor quality, as is the case with both PPP and Rasmussen Reports. But those particularly of registered voters — conducted at this point in the cycle — have projected results 3 – 5 points more Democratic than the actual vote results more than 70 percent of time.

That being said, in the case of North Carolina, that disparity is significantly more pronounced, a clear trend that historically speaking will favor Republican Thom Tillis. Tillis leads by 1 point in the larger sample poll conducted by controversial online pollster YouGov over a period of nearly a month. However, the small lead came from later interviews, suggesting that the political winds are blowing in his favor. If we were to ignore partisan polling and registered voter polling, then Tillis has an average lead of 3 points, which consequently, is exactly where our sources on both sides see this race as of now.

Nevertheless, the fundamentals of this race also favor Tillis over Hagan. In our updated expanded analysis recently released on the most competitive Senate races this cycle, we wrote the following:

Given incumbent Sen. Kay Hagan’s abysmal approval ratings and lack of accomplishment, the race is likely to move into “Leans Republican” territory pretty soon. Because Tillis is the face of a controversial state legislature, Hagan has been moderately successful thus far at remaining competitive. However, the fundamentals of this race are against her.

That time has come. Unlike say, Mitch McConnell in Kentucky, another incumbent with terrible approval ratings, Hagan cannot rely upon her state’s overwhelming political leanings. In fact, it isn’t even clear whether “purple” is a correct characterization of the Tar Heel State. In 2008, Democrats made enormous progress, but Mitt Romney still flipped North Carolina by a small 2-point margin in 2012 despite massive black voter turnout and a deeply depressed white vote.

It is becoming incessant to listen to political prognosticators talk about midterm electorates being older and whiter, but even if black voters turnout more than past midterm cycles, PPD’s research into the latest U.S. Census data suggests the increases in eligible black voters from 2010 to 2014, haven’t been significant enough to save Hagan. We expect the 2014 midterm electorate will most likely resemble a slightly less Republican electorate than in 2010, but there is a chance it may not be that far off.

Gallup’s annual party ID by-state survey found a rightward shift in the state throughout the year 2013, putting the partisan mood of the electorate almost on par with where it stood in 2010. Also, the Partisan Voting Index is only slightly less Republican in 2014 at R+3, down from R+4 in 2010.

Compounding Hagan’s challenge is the well-known fact that North Carolina’s most active progressive groups — well, how should I say it — really don’t like her. Candidate strength is without a doubt one of the most important variables in PPD’s election projection model, which you could read more about in our 2014 Senate Map Predictions. And, for someone who outperformed even Obama in 2008, Hagan isn’t a very strong candidate.

Now, on the other hand, Tillis is the speaker of the controversial state legislature, which pretty much makes him the face of gun control and voting rights measures that the Left just absolutely despises. But it also allows him to take credit for several really positive pieces of news coming out of North Carolina.

Last year, much to the chagrin of in-state progressive groups, North Carolina cut unemployment benefits down to a 20-week maximum. Previously, unemployed North Carolinians could receive unemployment benefits for up to a whopping 73 weeks. Tillis and Tar Heel Republicans made the case that it was the responsible and economically viable thing to do. Yet now, Bloomberg found that “about 1.6 million people in North Carolina received SNAP benefits in April, down about 6 percent from a year ago,” and the reduction of unemployment in the state leads the nation.

That’s a pretty good story to tell, and I happen to know they are going to tell it, along with the fact Sen. Hagan has literally nothing to show for her time in Congress. Hagan hasn’t sponsored a single piece of legislation to put in front of voters to soften the fact she voted for ObamaCare, a piece of legislation that North Carolinians never wanted and still remains deeply unpopular.

The bottom line is that both of these candidates have less-than desirable polling numbers, and the race is still very competitive. However, there is still yet one more hidden advantage favoring Tillis.

Libertarian Sean Haugh is currently enjoying a fair amount of the vote in polls, which most agree is disproportionately hurting Tillis. Third-party candidates historically see their polling support fall as the race draws closer to Election Day and, in such an important election that may decide control of the U.S. Senate, we expect that trend to continue.

NATO officials say Russia had massed around 20,000 combat-ready troops on Ukraine’s eastern border and there is concern the Kremlin will use the pretext of a humanitarian mission to invade. It was the most serious warning to date from the Western alliance that the Russian military could invade its western neighbor.

The rebel Russian separatists have been losing pivots battles as of late, as Ukrainian government troops seek to take back Donetsk. Russia announced military exercises this week near the border after the Kremlin spent weeks lobbing artillery from Russian territory into Ukraine in an effort to reverse Ukraine’s momentum in the war.

“We’re not going to guess what’s on Russia’s mind, but we can see what Russia is doing on the ground – and that is of great concern. Russia has amassed around 20,000 combat-ready troops on Ukraine’s eastern border,” NATO spokeswoman Oana Lungescu said in an email.

Moscow could use “the pretext of a humanitarian or peace-keeping mission as an excuse to send troops into Eastern Ukraine”, she said. A NATO military officer, speaking on condition of anonymity, told Reuters that Russia’s build-up at the border included tanks, infantry, artillery, air defense systems, logistics troops, special forces, and aircraft.

Russia, as usual, is attempting to dismiss the the concern, and a Russian defense ministry spokesman said the world has “been hearing this for three months already.”

Yet, Russian President Vladimir Putin has promised he will use military force to supposedly protect Russian-speaking “compatriots” across regions that made up the former Soviet Union. He classified southern and eastern Ukraine “New Russia”, which consequently, is the same name the rebels use.

Polish Prime Minister Donald Tusk said Wednesday that the very real threat of a Russian invasion of Ukraine has increased over the last couple of days.

Meanwhile, the Kremlin announced that Moscow will ban all imports of food from the United States and all fruit and vegetables from Europe. The move is a stronger-than-expected response to Western sanctions imposed over its support for rebels in Ukraine.

A spokesman for Russia’s food safety watchdog VPSS, Alexei Alexeenko, previously said all European fruit and vegetables and all produce from the U.S. were included in the ban on a direct order from Putin, who wants “to punish countries that imposed sanctions on Russia.”

Save for U.K. Prime Minister David Cameron, the response from Europe’s great powers has been weak at best, and self-serving at worst. Germany and France rely heavily upon Russia for energy needs and have repeatedly dragged their feet. The U.S., on the other hand, had announced only specific targeted sanctions until Russian-backed separatists shot down Malaysia Airlines Flight MH17, which killed nearly 300 innocent civilians.

Edward Snowden, the Booz Allen contractor who leaked details about the NSA spying programs, will be allowed to stay in Russia through the end of July 2017. The Kremlin granted another three-year residence permit, his lawyer said Thursday, allowing Snowden to avoid U.S. prosecution.

Snowden had previously received temporary residency from Russia that expired on August 1, but has not recieved asylum, which is granted through a completely different procedure.

Snowden made international headlines last year when he leaked details of the NSA phone and Internet surveillance programs, most notably Prism, to reporters from The Guardian and The Washington Post.

Following publication of the initial articles based on the leaks, Snowden flew from his home in Hawaii to Hong Kong, where he gave an interview to the Guardian revealing his identity before flying on to Russia.

The Obama administration has repeatedly called for Snowden to be returned to the United States, where he faces arrest and prosecution, but Russian President Vladimir Putin has snubbed the U.S. president.

Snowden remains a large contributors to the recent tension between Russia and the U.S., but Crimea and Ukraine have dominated the news recently.

“I don’t think there’s ever been any question that I’d like to go home,” Snowden said in a television interview in May. “Now, whether amnesty or clemency ever becomes a possibility is not for me to say. That’s a debate for the public and the government to decide. But, if I could go anywhere in the world, that place would be home.”

However, according to an April survey conducted by Rasmussen Reports, support in the U.S. for Snowden to receive amnesty so that he could return home, is low. While more voters believed he should be granted amnesty than previous surveys, just 24 percent supported that position, up from 21 percent measured in Dec. of 2013.

Analtoly Kucherena, an official who was quoted by the Russian news agency that broke the news, said Snowden is working in the information-technology field and that his holding a job was a key consideration in extending his residency. Though he did not give details of where he is working, the revelation raises the question of whether Snowden is now helping Russia in ways that would concern U.S. intelligence agencies further.

He also said Snowden is under the protection of a private guard service.

Two White House press secretaries have claimed the Obama administration is “the most transparent administration in history,” but 47 out of the government’s 73 independent watchdog groups disagree. According to each federal Inspectors General, the administration is instructing government lawyers to challenge their authority to investigate incompetence, waster, fraud, and corruption specifically granted in Section 6(a)(1) of the Inspector General Act of 1977.

Now, in an unprecedented move, the are making a plea to Congress for help, stressing three particular government agencies that have been more than uncooperative under the Obama administration.

“The undersigned federal Inspectors General write regarding the serious limitations on access to records that have recently impeded the work of Inspectors General at the Peace Corps, the Environmental Protection Agency, and the Department of Justice,” the letter stated.

The Inspector General Act of 1977 grants “complete, unfiltered, and timely access to all information and materials … without unreasonable administrative burdens.” However, in each of the specific instances, administration lawyers in these agencies “construed other statutes and law applicable to privilege in a manner that would override the express authorization contained in the IG Act,” the letter added.

In one case, the Peace Corps Office of Inspector General was attempting to investigate apparent wrongdoing in how the agency handled shocking instances of government employees sexually assaulting volunteers. “While the Peace Corps has entered into a Memorandum of Understanding,” the letter said, “the agency still refuses to provide its OIG with full access to sexual assault records.”

The group of IGs said the Justice Department withheld all documents that were not beneficial to department leadership. The Environmental Protection Agency Office of Inspector General ran into a road block at the Chemical Safety and Hazard Investigation Board (CSB) at the EPA, which “refused to provide requested documents relating to an EPA OIG investigation.”

The EPA cited a bogus claim to attorney-client privilege, which they say overrules the IG Act of 1977.

House Oversight Committee Chairman Darrell Issa first called the letter unprecedented. “I’ve never seen a letter like this, and my folks have checked — there has never been a letter even with a dozen IGs complaining.”

“This is an administration that pledged to be the most transparent in history. Yet, these nonpartisan, independent agency watchdogs say they are getting stonewalled,” said Sen. Chuck Grassley (R-IA), the top Republican on the Senate Judiciary Committee.

An Army-trained Engineer, Major General Harold Greene was the deputy commanding general of the Combine Security Transition Command-Afghanistan, charged with preparing Afghan forces a U.S.-coalition troop withdrawal at the end of this year. Pentagon spokesman Rear Adm. John Kirby said earlier Tuesday that the Afghan security soldier fired into a group of international soldiers at the Marshal Fahim National Defense University at Camp Qargha, a base west of Kabul, and was killed.

Another 15 people, half of which were Americans, were wounded during the attack. Also, a German brigadier general, two Afghan generals and an Afghan officer, whose rank the Afghan Defense Ministry did not provide, were all injured.

The Army’s top soldier, Gen. Ray Odierno, issued a statement Tuesday evening. “Our thoughts and prayers are with Maj. Gen. Harold J. Greene’s family, and the families of our soldiers who were injured today in the tragic events that took place in Afghanistan,” Gen. Odierno said. “These soldiers were professionals, committed to the mission. It is their service and sacrifice that define us as an Army.”

During his 34-year long career, Maj. Gen. Greene was awarded the Legion of Merit, the Distinguished Service Medal, a Meritorious Service Award and an Army Commendation Medal.

“Our priority right now is to take care of the families, ensuring they have all the resources they need during this critical time,” Odierno’s statement said.

White House spokesman Josh Earnest said yesterday in a press conference that the U.S.-Afghan operation was making progress, despite the rash of “insider attacks” only slightly decreasing.

In 2013, there were 16 deaths in 10 attacks, while in 2012, 53 coalition troops were killed in 38 different attacks. Lt. Colonel Tony Shaffer, a retired Army Special Forces commander, said the U.S. is far from making progress in Afghanistan.

“As we are moving out, Al Qaeda is moving in right behind us,” Shaffer said. “They are cooperating with the Taliban again.”

Lt. Colonel Tony Shaffer, among many others, fear a U.S. withdrawal absent a large enough residual forces will result in a pre-9/11 condition in Afghanistan. In other words, the nearly 12-year long war would have been for nothing.

“We remain committed to our mission in Afghanistan and will continue to work with our Afghan partners to ensure the safety and security of all coalition soldiers and civilians,” Gen. Odierno said.

In his previous Talking Points Memo, Bill O’Reilly laid out the case that American weakness has grown under President Obama. “I’ve been in the media business for about 40 years now. I have never seen America weaker than it is today,” O’Reilly said.

In American Weakness Part 2, O’Reilly answers the criticism that followed Part 1, claiming that the evidence overwhelmed those who support President Obama. In fact, they just couldn’t handle it, so they developed a new, intellectually feeble argument.

The argument made Bob Beckel and Juan Williams holds that America is simply changing, “in realignment,” and people like O’Reilly just can’t see the benefits.

“You got to hand it to the Left,” O’Reilly said. “They are creative spinners and everyone gets the same memo.”

On the Steve Maltzberg show, Republican Rep. Mo Brooks (R-AL) stood by his claim that the Democrats are waging a war on whites in American politics. He said earlier this week that Democrats are telling minorities that white people hate all other races simply to gin up votes.

Democrats have consistently made claims that the Republican Party is waging a war on women, a war on blacks, and are racists toward Hispanics because they believe in law and order, the rule of law and American sovereignty at the border.

STEVE MALTZBERG: Do you stick by your statement that the Democrats and Obama by separating the races are trying to, or are, conducting a “war on whites?”

REP. MO BROOKS: Absolutely.

STEVE MALTZBERG: Ok, explain for those who didn’t hear the whole statement on Laura Ingraham there.

REP. MO BROOKS: Well sure. Look at what the Democrats do on a regular basis. They appeal to specific racial groups by saying we will protect you, that particular racial group — well who are they talking about protecting them from? Well they’re talking about protecting them from Republicans, but at the same time, what do they say about the Republicans: that they’re whites. Let’s look at Sen. Harry Reid recently when he was complaining about a Supreme Court decision, what did he say? White men. Of course one of them happened to be black but that interferes with the argument he was trying to make, and so the Democrats on a regular basis try to divide Americans up based on race. I find that that to be highly inappropriate. We ought to make public policy decisions based on what is in the best interest of the United States of America. By way of example, I’m looking at a Washington Examiner article from 2012, in preparation for the 2012 election cycle – how the House Democrats are being trained to make race the issue. That to me is really sordid, its repugnant.

Regulators in the state of Florida said Monday that a majority of the state’s health insurers have proposed higher rates for 2015.

Regulators in the state of Florida said Monday that a majority of the state’s health insurers have proposed higher rates for 2015. Insurance premiums under ObamaCare in the Sunshine state will rise an average of 13.2 percent, according to the Florida Office of Insurance Regulation.

The new projections released Monday stem from filings among 14 insurers that will provide plans on the federal exchange. According to the state insurance office, 11 of the plans are ones returning to the exchange.

“Even with a federal subsidy, that could mean an out-of-pocket cost of $500 or more per month to have coverage that still requires Florida families to pay about 30 percent of expenses out-of-pocket for deductibles, copayments and co-insurance,” the insurance office said in a press release.

Proponents of ObamaCare are scrambling to spin the latest numbers, but the impact will assuredly be so widespread, it is unclear how effective the spin will be. For instance, Florida Blue, which is the state’s largest health insurer, requested an increase of almost 18 percent next year. The company cited a predictable, disproportionate share of older, sicker enrollees as the cause of the higher prices.

Out of the nearly 1 million Floridians who purchased plans on HealthCare.gov, only 28 percent were in coveted 18- to 34-year-old demographic. The administration and actuaries repeatedly stated the number needed to be closer to 40 percent.

Public opinion of the president’s signature health care law is abysmal nationwide, and even lower still in Florida. It was the dominant issue is the special election in Florida’s 13th Congressional District, which saw an upset victory for Republican David Jolly over former gubernatorial candidate Alex Sink. Jolly is favored to win handily now in November, but the 2014 governor race remains close.

The criticism from so-called civil rights activist Cornel West of President Obama over the weekend sounded a lot like the rhetoric heard from the left when George W. Bush was prosecuting the Iraq War.

“Barack Obama is a war criminal … because his drones have killed 233 innocent children and because he facilitates the killing of innocent Palestinians in Gaza,” West said at a pro-Palestinian rally at the White House.

Sean Hannity toured the terror tunnels with IDF spokesperson Libby Weiss, who provided insight into the current threat that Israel faces. Lt. Weiss said the Israeli military estimates that each tunnel took at least one year to complete and costs millions of dollars.

An Israel military official told PPD that it is estimated that the terror group Hamas spent at least 100 million dollars on the construction of the tunnels. So, if poverty in Gaza is repeatedly scapegoated as the reason a terror group rose to power in Gaza, where did that money come from?

According to a July 2014 Congressional Research Service report conducted by Jim Zanotti, a specialist in Middle Eastern affairs, the U.S. is largely to blame.

“Since the establishment of limited Palestinian self-rule in the West Bank and Gaza Strip in the mid-1990s, the U.S. government has committed approximately $5 billion in bilateral assistance to the Palestinians, who are among the world’s largest per capita recipients of international foreign aid,” the report said.

From FY2008 to the present, payments from the annual Economic Support Fund (ESF) assistance to the West Bank and Gaza Strip averaged around $400 million, with that amount divided between U.S. Agency for International Development (USAID)-administered project assistance (through grants to contracting organizations) and direct budgetary assistance to the Palestinian Authority (PA).

Because the U.S. is concerned that funds may end up funding the activities of terrorists, the administration claims that vetting and oversight measures have been strictly enforced. However, in practice, once the funds are released to the Palestinian Authority, which just aligned with Hamas, much of the oversight is delegated to the corrupt United Nations.

Since the conflict began, U.N. buildings have been frequent targets of Israeli strikes due to the fact they help Hamas hide and store weapons, including rockets found in three separate UNRWA schools. The U.S. is the single-largest donor to the U.N. Relief and Works Agency for Palestine Refugees in the Near East, or UNRWA.

Israeli military officials have identified the concrete used to construct the tunnels as Israeli concrete given to the Palestinian Authority and U.N. agencies with the purpose of building Palestinian infrastructure, such as schools, hospitals, businesses and homes. The electricity running throughout the sophisticated network was also sourced to the Israeli power grid.

While most media reports claim that upwards of 50 to 60 cross-border terror tunnels exist, Israeli military sources told Hannity that Hamas has built at least 100 tunnels, some of which as deep as 70 feet below the surface. He said Israel strongly believes that it’s necessary to destroy the tunnels, and other Hamas infrastructure.

“It is a real clear and present danger in the mind of everyone here,” Hannity said.
